• Establishes the Blue Star Collection System Assessment and Maintenance Program to incentivize wastewater utilities in implementing voluntary collection system assessments and maintenance practices to reduce sanitary sewer overflows.

• Requires the Department of Environmental Protection and water management districts to develop a memorandum of agreement by December 1, 2018, for coordinated review of reclaimed water projects requiring multiple permits (reclaimed water facility, underground injection control, and consumptive use permits).

• Adds specific examples of reclaimed water uses that may create impact offsets, including preventing saltwater intrusion, raising aquifer levels, improving aquifer water quality, and augmenting surface water supplies.

• Requires counties and municipalities to address contaminated recyclable material in residential recycling collection and processing contracts executed after July 1, 2018, including defining contamination standards and establishing procedures for rejecting contaminated materials.

• Modifies dock and pier replacement exemptions from permitting requirements to allow structures within 5 feet of the same location rather than requiring exact same configuration, and allows certified blue star utilities to obtain 10-year operating permits and receive reduced penalties for violations.
