Creates definitions for open permits (issued for construction not receiving final inspection within specified timeframes), expired permits (open permits expiring without final approval), and closed permits (those with final inspection approval or no work started within 6 months).

Allows current property owners to close open or expired permits by hiring a licensed contractor, engineer, or architect to complete work and obtain compliance affidavits, with work performed under the building code in effect when the original permit was filed.

Prohibits permitting authorities from denying permits or fining subsequent arms-length purchasers for failure to properly close permits issued by previous owners within 5-7 years, while preserving the authority's rights against original owners and contractors.

Requires local building departments to provide written notice to property owners when issuing permits and send notice within 1-3 years if permits remain unclosed, and allows building departments to refuse new applications from contractors holding excessive expired permits according to local thresholds.
