Removes the definition of "grandfathered salary schedule" and changes language to allow district school boards to adopt performance salary schedules rather than require them.

Authorizes district school boards to use advanced degrees in setting salary schedules for instructional personnel and school administrators, reversing a previous prohibition.

Changes performance salary schedule requirements from mandatory to optional, allowing district school boards to adopt these schedules at their discretion rather than by July 1, 2014.

Makes salary supplements for activities such as Title I school assignments, critical shortage areas, and additional academic responsibilities optional rather than mandatory for district school boards.

Amends conforming provisions in sections 24.121 and 1002.333 to change language from "required" to "authorized" regarding performance-based salary schedules, effective July 1, 2018.
