Expands the definition of "recovered materials" under Florida solid waste law to include wood, asphalt, and concrete materials that can be recycled and diverted from the waste stream.

Allows the Governor to issue executive orders or proclamations to trigger special storm debris management provisions, in addition to emergency orders from the Department of Environmental Protection.

Requires local governments to suspend exclusive contracts for collection, hauling, staging, or disposal of storm-generated debris or solid waste if the contractor cannot provide adequate service levels.

Prohibits local governments from entering into new exclusive contracts or extending existing ones for storm debris management after the act's effective date, while preserving contracts already in place.
