• Creates the Hurricane Housing Recovery Program to provide funds to local governments for affordable housing recovery, with at least 65 percent reserved for homeownership and at least 60 percent of funds targeted to households earning up to 80 percent of area median income.

• Requires local governments to approve or deny affordable housing permits within 60 days of application submission; permits are automatically approved if local government fails to act within this timeframe, and establishes expedited 15-day initial review requirements for permit applications.
