Requires applicants to maintain current contact information with the commission and mandates annual written status notifications that include the number of pending applications ahead of theirs.

Establishes that the commission must notify applicants within 30 days of prescreening review completion regarding incomplete portions or ineligibility, allowing 45 days for applicants to remedy deficiencies and dispute discrepancies in case analysis reports.

Requires the commission to provide status information to state legislators upon written request on behalf of their constituents, including whether applications are complete and how many are pending review.
