Requires schools designated as one of the 300 lowest-performing elementary schools to establish an Early Childhood Transition Team as part of their school improvement plan.

Transition Team must include a school administrator, kindergarten teacher, parent of kindergarten student, VPK provider representative, parent of VPK student, and other community partners recommended by early learning coalitions.

Transition Team must develop a plan including a list of early learning providers, parent questionnaire for prospective kindergarten students, and school visit/open house opportunities for VPK and Head Start providers and families.

Public schools must provide early registration for prekindergarten students, welcome packets with learning activities, and establish procedures to share student data and assessment results from early learning providers.

Requires all administrators at schools with prekindergarten or kindergarten programs to obtain early childhood education certification or complete at least 15 hours of professional development within their first year, with annual joint professional development for early learning and kindergarten teachers.
