Repeals 24 obsolete or expired statutory provisions from the Florida Statutes that have self-liquidated, expired pursuant to their own terms, or were repealed by prior legislation but not removed from the current statute.

Deletes provisions relating to fiscal year 2016-2017 appropriations, fund transfers, and temporary programs that expired on July 1, 2017 or earlier dates.

Removes references to three direct-support organizations (adoption promotion, historic capitol museum, elderly affairs) that were repealed effective October 1, 2017 or earlier.

Amends section 212.08 to delete an expired sales tax exemption for mixer drums on concrete mixer trucks (expired April 30, 2017).

Amends sections 39.001, 409.1666, 394.462, and 663.532 to conform cross-references and remove references to repealed statutes, including deletion of an expired exception process for mental health transportation requirements.
