Removes rulemaking authority from the Department of Health regarding rural hospital swing-bed standards, rural primary care hospital licensure, and 24-hour emergency care requirements.

Corrects cross-references in election law by changing references from section 101.5614(5) and 101.5614(9) to section 101.5614(4) and 101.5614(8) in three statutes related to vote-by-mail ballots and ballot recounts.

Takes effect 60 days after adjournment of the legislative session in which it is enacted.
