Establishes a long-acting reversible contraception (LARC) pilot program in Broward, Miami-Dade, and Palm Beach Counties administered by the Department of Health to improve LARC services for women 18 years or older.

Requires the Department of Health to contract with family planning providers in each county to provide intrauterine devices and implants, staff training, technical assistance, service expansion support, and marketing and community outreach.

Mandates the Department of Health to seek federal grants and other funding to supplement state funds for the pilot program.

Requires submission of an effectiveness report to the Governor and Legislature by January 1, 2020, including assessment of unintended pregnancy reduction, LARC availability, number of providers and clients served, costs, demographic data, and return on investment.

Appropriates $75,000 in nonrecurring General Revenue Fund for fiscal year 2018-2019, to be distributed equally among the three participating counties, effective July 1, 2018.
