Creates a new registration program for home caregivers that local governments (counties, municipalities, special districts) may establish to regulate in-home care providers for vulnerable adults.

Requires applicants to be at least 18 years old and provide services to unrelated vulnerable adults for more than 3 calendar days per month or 24 days per year totaling over 10 hours monthly.

Prohibits registration for individuals convicted within the past 15 years of crimes including abuse/neglect of vulnerable adults, homicide, assault, sexual battery, theft, fraud, drug offenses, and 13 other specified felony categories.

Mandates registration programs include application fees, renewal terms not exceeding 5 years, photo identification badges, public verification processes, and educational campaigns at least 6 months before implementation.

Exempts licensed healthcare professionals, family members, charitable/faith-based organizations providing volunteer services, and caregivers providing services on a nonrecurring basis of 3 days or fewer per month.
