Applies only to condominium and homeowners' associations for persons 55 years of age or older, where at least 80 percent of occupied units have at least one resident age 55 or older.

Requires associations to adopt and review every 3 years a policy prohibiting bullying and harassment, with definitions, expected behavior standards, investigation procedures, and anonymous reporting options.

Defines bullying as intimidation or harassment causing reasonable fear for physical safety or property, including cyberbullying and threats of retaliation; defines harassment as racist, threatening, or dehumanizing conduct that substantially interferes with a member's peaceful enjoyment of their home.

Establishes escalating penalties for violations: written warning for first offense, mandatory anger management program for second offense, and $100 fine for third or subsequent offense, administered by the local ombudsman.

Provides immunity from damages to members who promptly report acts of bullying or harassment in good faith to the appropriate housing official through established procedures.
