Prohibits municipalities and private companies from charging customers for garbage pick-up services not provided within 3 business days of the scheduled pick-up date.

Requires garbage service providers to issue a prorated credit or refund within 60 days for missed pick-ups, with a penalty of 10 times the credit amount if not issued timely.

Prohibits telecommunications companies from charging for service interrupted longer than 24 consecutive hours (unless caused by customer negligence or damage on customer's side), requiring credits or refunds within 30 days with 10 times penalty for non-compliance.

Prohibits cable and video service providers from charging for service interrupted longer than 24 consecutive hours (unless caused by customer negligence or damage on customer's side), requiring credits or refunds within 30 days with 10 times penalty for non-compliance.

Takes effect July 1, 2018.
