Prohibits pharmacists and practitioners from dispensing newly prescribed Schedule II opioids unless the prescription bottle or container has a Department of Health-approved red warning sticker on the cap that warns about addictive nature and overdose risks.

Requires pharmacies to offer prescription lock boxes for sale at each store location and display a sign (at least 4 inches by 5 inches) at the pharmacy counter informing customers of their availability.

Authorizes the Department of Health to develop and distribute a written pamphlet containing educational information about pain management precautions, controlled substance misuse and abuse, addiction risks, proper storage and disposal, and treatment resources.

Requires pharmacists to distribute the Department's pamphlet to consumers when dispensing prescriptions or controlled substances and offer copies in a display, with no fee charged to consumers.

Effective date: January 1, 2019.
