Enacts the Agreement Among the States to Elect the President by National Popular Vote into Florida law, allowing the state to join other states in this compact.

Requires member states to conduct statewide popular elections for President and Vice President, with each state's chief election official calculating a national popular vote total across all member states.

Designates the presidential slate with the largest national popular vote total as the winner, and requires member states to appoint their electoral votes to that winner's slate.

Agreement takes effect when states cumulatively possessing a majority of electoral votes (270 of 538) have enacted the agreement in substantially the same form.

Allows member states to withdraw at any time, except withdrawals made six months or less before the end of a President's term cannot take effect until the next presidential term begins; agreement terminates if the Electoral College is abolished.
