Allows voting members of regional agencies and regional planning councils (covering 3+ counties) to be counted toward quorum when participating via telephone, videoconferencing, or similar real-time electronic communication that is publicly broadcast at the meeting location.

Requires at least one-third of voting members to be physically present at the meeting location for remote participants to count toward quorum.

Mandates members provide oral, written, or electronic notice of intent to appear remotely at least 24 hours before the scheduled meeting.

Amends Florida Statutes section 120.525 to add these requirements.

Effective July 1, 2018.
