Creates the Task Force on Apprenticeship Expansion within the Department of Economic Opportunity with 20 appointed members to be designated by July 31, 2018.

Directs the task force to gather information from targeted industry representatives on unmet workforce needs and examine topics including recruitment of underrepresented groups, curriculum articulation, career education outreach, and sustainable funding models for apprenticeship programs.

Requires the task force to consider income tax credits or economic incentives for employers of apprentices, ensure access for 16-17 year old enrollees to learning opportunities, and study best practices from other states.

Mandates the task force meet at least three times with the first meeting held by August 15, 2018, and requires a report to the Governor and Legislature by March 1, 2019.

Task force expires July 31, 2019, and members serve without compensation; the Departments of Economic Opportunity and Education must provide necessary assistance to the task force.
