Removes the Administrative Procedures Committee's authority to petition agencies regarding rules exceeding rulemaking authority; only substantially affected persons may petition for rule repeal.

Requires material proposed to be incorporated by reference in rules to be made publicly available in electronic format (hyperlinked in Florida Administrative Code) or, if copyright restrictions apply, available for public inspection at specified locations.

Creates a new repromulgation process allowing agencies to republish existing rules without substantive changes; repromulgated rules are not subject to challenge, do not require hearings, and become effective 20 days after filing with the Department of State.

Requires agencies to file petitions to initiate rulemaking and proposals for lower-cost regulatory alternatives with the Administrative Procedures Committee at least 21 days before rule adoption.

Mandates electronic filing of documents with the Division of Administrative Hearings for attorney-represented parties and relieves parties registered for electronic filing from serving other registered parties.
