Requires dealer and fleet specialty license plates to display "DLR" or "FLT" on the right side and be ordered directly from the department.

Establishes a new Highwaymen license plate with a $25 annual use fee, with revenues distributed to the City of Fort Pierce for the Highwaymen Museum and African-American Cultural Center and art education in St. Lucie County schools.

Takes effect October 1, 2018.
