Eliminates the death penalty in Florida by removing capital punishment as a sentencing option and replacing it with mandatory life imprisonment without parole for capital felonies.

Repeals extensive death penalty-related statutes including provisions on death warrant issuance, execution procedures, capital collateral representation, and postconviction death penalty appeals.

Removes death penalty provisions from murder statutes (s. 782.04) and drug trafficking offenses while maintaining capital felony designations that now result in life sentences instead of execution.

Deletes public defender and legal representation requirements specific to death penalty cases and eliminates the Capital Collateral Regional Counsel offices that handled death row appeals.

Strikes provisions related to execution methods, insanity hearings for condemned inmates, DNA evidence preservation for death penalty cases, and protections for executioners' identities.
