Expands eligibility for Military Veterans and Servicemembers Court Programs to include veterans discharged under any condition, current or former Department of Defense contractors, and current or former military members of foreign allied countries who have military-related mental illness, traumatic brain injury, substance abuse disorder, or psychological problems.

Allows persons charged with felonies (other than those listed in s. 948.06(8)(c)) who are veterans, DoD contractors, or foreign allied military members with military service-related conditions to voluntarily enter pretrial veterans' treatment intervention programs.

Permits misdemeanor defendants who are veterans, DoD contractors, or foreign allied military members with military service-related conditions to voluntarily enter misdemeanor pretrial veterans' treatment intervention programs.

Authorizes courts to impose a condition requiring probationers or community controllees who are veterans, DoD contractors, or foreign allied military members with military service-related conditions to participate in appropriate treatment programs.

Takes effect October 1, 2019.
