Authorizes the Inland Protection Trust Fund to finance cleanup of drycleaning solvent contamination in addition to petroleum contamination, with an annual $30 million appropriation from the fund to the Water Quality Assurance Trust Fund for the drycleaning solvent cleanup program.

Establishes a minimum annual appropriation of $150 million to the Inland Protection Trust Fund to implement inland protection programs.

Requires the Department of Environmental Protection to have at least 25 individual state contractors participating in the drycleaning solvent cleanup program by December 31, 2018.

Directs the department to adopt a scoring system by rule for assigning contractors to drycleaning solvent cleanup program tasks and sites, considering contractor qualifications, rates, and prior performance evaluations.

Limits advanced site assessments for drycleaning solvent cleanup to no more than 10 percent of the annual Water Quality Assurance Trust Fund appropriation, including funds appropriated from the Inland Protection Trust Fund.
