Establishes the Emergency Power Systems Matching Grant Program administered by the Department of Health to provide state matching funds to public and private health care facilities for emergency power systems.

Defines "emergency power system" as an independent electric power source with fuel supply sufficient for at least 7 days, including generators, batteries, and related accessories.

Limits eligible facilities to those constructed and operational before July 2018 and restricts grants to one per health care facility per county per year, distributed on a first-come, first-served basis.

Appropriates $5 million in nonrecurring funds annually for fiscal years 2018-2019 through 2022-2023 to implement the program.

Takes effect July 1, 2018.
