Authorize political subdivisions to add vendors to existing debris removal contracts or enter into second contracts if the original vendor fails to make good faith effort within 14 days after a state of emergency is declared.

Require additional vendors be selected from results of the most recent competitive solicitation process under s. 287.057, or through an interagency agreement with a neighboring political subdivision if only one vendor previously qualified.

Mandate political subdivisions announce selected additional vendors or interagency partners at a public meeting and ensure contracts comply with federal public disaster assistance program requirements if seeking federal reimbursement.

Exempt debris removal service contracts entered into under s. 252.38 from competitive bidding and procurement requirements under s. 287.057.
