Creates the Office of Alcohol and Drug Control Policy within the Executive Office of the Governor, headed by a director appointed by the Governor.

Office duties include developing a strategic plan to reduce alcohol and substance abuse, monitoring related policies and data, collecting drug crime and overdose statistics, and coordinating prevention and treatment efforts across state agencies and local communities.

Office must adopt rules and submit annual reports to the Governor and Legislature on the effectiveness of state substance abuse policies and coordinated efforts.

Requires the Agency for Health Care Administration, in consultation with the Department of Children and Families, to seek federal Medicaid waivers to expand funding for substance abuse treatment services including detoxification, residential treatment, medication-assisted treatment, and recovery support.

Effective July 1, 2018.
