Requires disabled parking permits issued on or after July 1, 2018, to display the applicant's photograph from their driver license or identification card, concealed by a movable flap to protect identity while the placard is displayed.

Allows exemption from displaying a driver license or identification card number and photograph if a certifying physician certifies the applicant's disability prevents them from physically visiting a driver license or tax collector office.

Establishes a mandatory $250 civil fine for fraudulently obtaining or unlawfully displaying a disabled parking permit belonging to another person or using an unauthorized replicas, in addition to existing misdemeanor penalties.

Creates a noncriminal traffic infraction punishable as a nonmoving violation for knowingly providing a disabled parking permit to another person for unlawful use or displaying an expired permit, with a penalty of $250.

Amends penalty provisions in chapters 318 and 320 to conform to the new disabled parking permit violations and takes effect July 1, 2018.
