Prohibits statewide elected officials from soliciting or accepting contributions during regular, extended, or special legislative sessions on their own behalf, for political parties, for regulated organizations, or for legislative or statewide candidates.

Allows statewide elected officials to contribute to their own campaigns but restricts all other contribution solicitation and acceptance during legislative sessions.

Requires members of the Legislature to comply with the rules of their respective house under the Florida Constitution.

Establishes penalties of first-degree misdemeanor for knowingly violating contribution restrictions (one violation) and third-degree felony for two or more violations.

Requires violators to pay twice the amount of contributions made in violation, with funds deposited into the General Revenue Fund.
