Allows quarter horse permit holders to agree with the Florida Quarter Horse Racing Association or an alternative representative organization on an alternative schedule of at least 20 live regular wagering performances instead of the standard 40 performances.

Creates section 550.3342 establishing requirements for designating an alternative quarter horse representative organization, including recognition by the American Quarter Horse Association, independence from licensees, and election by a majority of participating horsemen.

Requires applicants for slot machine licenses holding quarter horse racing permits to include a binding written agreement with either the Florida Quarter Horse Racing Association or an alternative representative organization (designated per s. 550.3342) governing purse payments for the licensure period.

Requires applicants for cardroom licenses holding quarter horse racing permits to include a binding written agreement with either the Florida Quarter Horse Racing Association or an alternative representative organization governing purse payments for the licensure period.

Takes effect July 1, 2018.
