Creates section 15.075, Florida Statutes, requiring the Department of State to establish and maintain a centralized electronic database of county, municipal, and special district charters and amendments accessible on the department's website.

Database must allow users to search and retrieve charter text by entity name, year enacted or adopted, year of amendment adoption, key terms, and other relevant classifications.

Requires all counties, municipalities, and special districts to file electronic copies of their charters and amendments with the Department of State by October 1, 2018, or within 90 days of adoption for documents created after that date.

Prohibits counties, municipalities, and special districts that fail to file required documents from levying new taxes, levying or collecting existing taxes, or issuing bonds until compliance is achieved.

Authorizes the Department of State to adopt rules for implementation and declares the act serves an important state interest in promoting transparency and public access to governing documents.
