Revises the definition of "railroad train" in Florida law to explicitly state that a railroad train is not a motor vehicle for purposes of traffic regulations.

Makes the collection of parties' names and addresses discretionary for law enforcement officers investigating crashes involving railroad trains, rather than mandatory.

Makes the collection of drivers', passengers', and witnesses' names and addresses discretionary for law enforcement officers investigating crashes involving railroad trains, including those covered under specific sections (316.027, 316.061, 316.065, 316.066).

Specifies that railroad train crew members and passengers on railroad trains are not considered "passengers" for purposes of crash reporting requirements.

Takes effect July 1, 2018.
