Creates the "Boomer Gracie Act" establishing civil liability for negligent or intentional harm to domestic companion animals, police animals, and service animals.

Allows owners to recover damages including monetary/replacement value, veterinary expenses, training costs, burial/cremation expenses, breeding potential loss, and loss of companionship.

Permits punitive damages if liable party acted recklessly, indifferently, or intentionally in causing serious injury or death.

Limits recovery to one family member per animal and authorizes courts to issue injunctive orders to protect animals from further harm.

Entitles prevailing parties to reasonable attorney fees and costs, with remedies supplementing existing civil and criminal remedies.
