Increases the maximum annual grant amount under the Regional Rural Development Grants Program from $150,000 to $250,000 for organizations in rural areas of opportunity designated by the Governor.

Maintains the maximum grant amount of $50,000 for other regional rural development organizations serving rural counties and communities.

Reduces the matching requirement for organizations in rural areas of opportunity from a dollar-for-dollar match to a 50 percent match of nonstate resources.

Retains the full dollar-for-dollar matching requirement for other eligible economic development organizations.

Effective date: July 1, 2018.
