Establishes mandatory minimum 10-year prison sentences for human trafficking offenses involving labor, services, or commercial sexual activity under section 787.06, with exceptions for certain offenses involving minors which carry life felony penalties.

Expands the definition of "adult entertainment establishment" in section 847.001 to include any business featuring a person engaged in specific sexual activities for patron observation that restricts admission to adults.

Eliminates filing and copy fees for human trafficking victims seeking expungement of criminal records related to offenses committed as part of their trafficking victimization.

Changes the evidentiary standard for presumptions related to crimes committed by human trafficking victims from "clear and convincing evidence" to "preponderance of the evidence" in expungement proceedings.

Makes conforming amendments to sections 402.82, 450.021, 450.045, 943.0582, 943.0585, 943.059, and 961.06 to incorporate the revised definitions of adult entertainment establishments and human trafficking victim expungement provisions, effective July 1, 2018.
