Establishes separate voting membership caps based on urbanized area population: 5-11 members for areas with 500,000 or fewer residents, and 5-15 members for areas with more than 500,000 residents.

Prohibits an entire county commission from serving as members of an M.P.O. governing board while requiring county commissioners to compose at least one-third of the board membership.

Increases the minimum percentage of county commissioners from 20 percent to 30 percent of M.P.O. membership when a major transportation agency official is appointed to the M.P.O.

Requires each M.P.O. to adopt bylaws governing operations and voting privileges, and prohibits the adoption of weighted voting structures.

Limits reappointment of M.P.O. members to one additional 4-year term, changing from one or more additional terms, and requires all M.P.O.s to comply with these changes by July 1, 2019.
