Establishes the Historically Black Colleges and Universities Matching Endowment Scholarship Program administered by the Department of Education to provide scholarships to students at participating HBCUs in Florida.

Requires each participating HBCU to provide matching funds equal to one-fourth of the legislative appropriation to the trust fund in order to participate in the program.

Directs all funds in the trust fund to be invested according to state law, with principal amounts remaining in the fund while interest earnings are used exclusively for scholarships.

Mandates annual allocation of accumulated trust fund interest equally among participating institutions by July 1 each year for scholarships to full-time undergraduate students with unmet financial need.

Requires the State Board of Education and Board of Governors of the State University System to adopt rules and regulations to administer the program, effective July 1, 2018.
