Creates the Historically Black Colleges and Universities Matching Endowment Scholarship Trust Fund within the Department of Education to serve as a depository for the Historically Black Colleges and Universities Matching Endowment Scholarship Program established under s. 1009.894.

Trust fund moneys shall consist of legislative appropriations and matching funds from participating historically black colleges and universities in the state.

Trust fund shall terminate on July 1, 2022, unless terminated sooner, and must be reviewed according to s. 215.3206(1) and (2) before its scheduled termination.

Effective date is contingent on SB 1526 or similar legislation being enacted in the same legislative session and becoming law, and requires a three-fifths vote of both houses of the Legislature.
