Creates the Local Government Lobbyist Registration System Trust Fund within the Commission on Ethics to fund administration of the Local Government Lobbyist Registration System.

Trust fund receives annual lobbyist registration fees collected under section 112.3262 and is exempt from service charges under chapter 215.

Trust fund is automatically terminated on July 1, 2022, unless extended through legislative review under section 215.3206.

Requires three-fifths vote approval in both houses of the Legislature for enactment.

Takes effect on the same date as related legislation (SB ____) establishing the Local Government Lobbyist Registration System.
