Creates s. 944.805, F.S., requiring the Department of Corrections to submit an annual report by December 31 each year to the Legislature detailing information about prisoners ages 18-22, including security classifications, facility locations, programming completion, and transfers that interrupted programs.

Amends s. 958.04, F.S., to change youthful offender sentencing criteria from requiring the defendant be younger than 21 at the time of sentencing to requiring the felony crime was committed before the defendant turned 21 years of age.

Reenacts ss. 958.03(5), 958.045(8)(a), and 985.565(4)(c), F.S., to update cross-references and incorporate the amended youthful offender age criteria.
