Establishes a new category of "advanced birth centers" authorized to perform trials of labor after cesarean deliveries, planned low-risk cesarean deliveries, and anticipated vaginal deliveries for patients between 36-42 weeks of gestation.

Requires advanced birth centers to operate 24/7, maintain at least one dedicated surgical suite for cesarean deliveries, and comply with ambulatory surgical center standards under the Florida Building Code and Fire Prevention Code.

Mandates advanced birth centers employ or contract with an obstetrician available to perform cesarean deliveries, maintain licensed clinical laboratories, and allow administration of general and conduction anesthesia by qualified personnel.

Establishes discharge timeframes of 48 hours for vaginal deliveries and 72 hours for cesarean deliveries at advanced birth centers, compared to 24 hours for standard birth centers.

Expands the definition of institutional pharmacy to include pharmacies in advanced birth centers and creates modified Class II institutional pharmacy permits for advanced birth centers.
