Urges Congress to pass H.R. 3378 and S. 2121, the "Ensuring Access to Air Ambulance Services Act of 2017," which would amend Title XVIII of the Social Security Act to require air ambulance providers to report data for Medicare reimbursement reform.

Identifies air medical services as vital to Florida's emergency medical system, serving over 6 million Floridians who cannot reach a Level I or Level II trauma center within 60 minutes of an emergency.

Notes that a 2017 national study found air medical providers were reimbursed at less than half their operational costs for more than 70 percent of patients, including Medicare patients.

States that Centers for Medicare and Medicaid Services must assess air medical providers' operational costs to ensure reimbursements accurately reflect actual expenses and preserve access to critical services.

Directs the Florida Secretary of State to send copies of the memorial to the President, Congressional leadership, and all members of the Florida congressional delegation.
