Creates the Marriage Education Committee within the Department of Children and Families, appointed every 10 years by the Governor (2 members), President of the Senate (2 members), and Speaker of the House (2 members), with initial appointment by September 1, 2018.

Requires the initial committee to create the Florida Guide to a Healthy Marriage and subsequent decennial committees to review and update it, with completed guides submitted to the Governor and Legislature.

Guide must include resources on conflict management, communication skills, family expectations, financial management, domestic violence prevention, parenting responsibilities, premarital education resources, and contact information for professional services.

Circuit court clerks must post an electronic copy of the guide on their websites and distribute printed copies if available; the committee must raise private funds for design and layout costs.

Prohibits county court judges and clerks of circuit court from issuing marriage licenses unless both parties present a statement verifying they have obtained and read the guide or viewed an electronic presentation covering the key topics.
