Creates a public records exemption for individual identifying information of persons under 21 years of age in Point-in-Time Count and Survey data and Homeless Management Information System records.

Defines "individual identifying information" as information that directly or indirectly identifies a specific person, can be manipulated to identify them, or can be linked with other information to identify them.

Applies retroactively to individual identifying information held before, on, or after the effective date of this section.

Allows release of aggregate information that does not disclose individual identifying information of persons under 21 years of age.

Exemption subject to Open Government Sunset Review Act and automatically repeals on October 2, 2023, unless reenacted by the Legislature.
