Creates section 215.9851, F.S., requiring entities created by general law that receive operating income outside the General Appropriations Act to prepare and approve annual operating budgets consistent with chapter 216 requirements.

Requires budget approval at publicly-noticed meetings with at least 10 days' notice before adoption, and budgets must be available on the entity's website at time of meeting notice.

Mandates approved operating budgets be submitted annually to legislative appropriations committee chairs and the Executive Office of the Governor before July 1.

Requires entities to establish and maintain websites posting operating budgets (current and prior 2 fiscal years), searchable expenditure data, position and salary information, revenue and disbursements, capital outlay data, audit links, and contract documents.

Requires website posting of meeting minutes within 3 days and video recordings of budget-related governing body meetings within 5 days of the meeting date; effective July 1, 2018.
