Exempts personal financial records, trade secrets, and proprietary information of applicants for financing from the Florida Motion Picture Capital Corporation from public records disclosure under Florida Statutes and the State Constitution.

Defines "personal financial record" as information about a person's income, expenses, financial transactions, assets, liabilities, or net worth.

Defines "proprietary information" as information owned by applicants that is treated as private and would cause harm if disclosed, excluding contracts and financial agreements with the corporation itself.

Exemption is subject to the Open Government Sunset Review Act and automatically repeals on October 2, 2023, unless the Legislature reenacts it.

Establishes public necessity finding that disclosure would discourage film productions from applying for state financing and cause them to relocate outside Florida.
