Establishes "Ellie's Law" requiring commercial airboat operators carrying passengers for hire to have on board beginning July 1, 2019: photographic identification, proof of boater education course completion, proof of commission-approved airboat operator course completion, and proof of CPR and first aid certification.

Exempts holders of a United States Coast Guard captain's license from the boater education course requirement but still requires proof of the license on board when carrying passengers for hire.

Applies boater education course requirements to all airboat operators carrying passengers for hire regardless of age or existing exemptions, except for members of federally recognized Indian tribes operating airboats on tribal reservation-owned or leased land.

Establishes violations of the new airboat operation requirements as noncriminal infractions with civil penalties up to $500.

Requires the Fish and Wildlife Conservation Commission to adopt implementing rules by October 1, 2018.
