Amends accountability standards for private schools participating in Florida school choice scholarship programs by removing the requirement that schools "knowingly" fail to comply with accountability measures.

Requires the Department of Education to suspend scholarship payments to private schools that fail to meet accountability standards, including employment history checks and ethical conduct policies for instructional personnel and administrators.

Changes the basis for ineligibility in scholarship programs from a school's "inability" to meet requirements to the school's "failure" to meet requirements.

Effective date: July 1, 2018.
