Creates the Florida Water Infrastructure Needs Solutions Task Force within the legislative branch to evaluate funding mechanisms for water infrastructure, which projections show will require $48 billion investment over 20 years.

Task force membership includes one Senate member and one House member as co-chairs, the Chief Financial Officer, representatives from agriculture and state environmental agencies, water management districts, and nine designated organizations including the Florida League of Cities and Florida Association of Counties.

Requires the task force to hold its first meeting by October 1, 2018, conduct a minimum of three meetings, and submit findings and recommendations to the Governor and Legislature by December 1, 2019.

Task force members serve without compensation but may be reimbursed for per diem and travel expenses; task force is subject to public records disclosure requirements and must hold open public meetings with 5-day advance notice.

Task force is dissolved upon submission of its report, and the entire section expires January 1, 2020.
