Authorizes the board of trustees to acquire nonconservation lands for military installation buffering based on annual lists submitted by the Department of Economic Opportunity, with procedures for appraisal, conveyance, and leasing at less than appraised value.

Allows the board of trustees to waive acquisition procedures and competitive bidding requirements for immediate purchases of lands worth $500,000 or less that prevent or satisfy private property rights claims in areas of critical state concern, using alternative valuation methods.

Requires the Department of Economic Opportunity to annually request lists of base buffering encroachment lands from military installations before October 1 and submit them to the Florida Defense Support Task Force for ranking recommendations by December 1.

Permits land authorities to contribute tourist impact tax revenues to counties for construction, redevelopment, and preservation of affordable housing in areas of critical state concern or anywhere within the county.

Revises the definition of "nonconservation lands" to include lands acquired for uses other than conservation, outdoor resource-based recreation, or archaeological or historic preservation.
