Creates new state policy of zero tolerance for workplace harassment and sexual harassment, applicable to all state, county, local, and municipal government entities, public schools, state colleges, universities, and special districts.

Requires each agency to develop and publicly publish workplace harassment policies including definitions, reporting procedures, investigation processes, confidentiality protections, retaliation prohibitions, and disciplinary consequences up to termination.

Mandates annual training for all employees on workplace harassment, sexual harassment, undue influence, and sensitivity, with additional training for supervisors and designated complaint recipients.

Authorizes the President of the Senate and Speaker of the House to suspend or revoke lobbyist registrations for violations of workplace harassment rules; authorizes Governor and Cabinet to suspend or revoke registrations of executive branch lobbyists for the same violations.

Requires lobbyists registering before the Legislature or executive branch to certify they have read the Code of Ethics and applicable conduct rules; requires Commission on Ethics to report findings of harassment violations to appropriate disciplinary officials.
