Expands towing and immobilization regulations to include vessels in addition to vehicles across Florida Statutes sections 125.0103, 166.043, and 323.002.

Establishes that the maximum immobilization rate (using devices like boots, clubs, or Barnacles) may not exceed 20 percent of the maximum towing rate for vehicles or vessels on public or private property.

Prohibits counties and municipalities from imposing fees or charges on authorized wrecker operators or towing businesses for towing, impounding, or storing vehicles or vessels, except for standard business taxes.

Allows counties and municipalities to impose administrative fees on vehicle or vessel owners, operators, or lienholders not to exceed 25 percent of the maximum towing rate to cover enforcement costs when towing from public property.

Authorizes wrecker operators to place liens on vehicles or vessels to recover reasonable towing fees, administrative fees imposed by local governments, and reasonable storage fees.
